If you plan on completing campaign mode, he is impossible to miss, as 
one of the low mages; you have to beat him to get to the High Mage with 
the Millennium items.  He is located at the Ocean shrine.

Roaring Ocean Snake
2100/1800
Neptune/Mars
How to beat: this is card isn't that difficult to beat with a thtd, 
just set it on Pluto and you are set!

Man-Eating Black Shark
2100/1300

How to Beat: thtd in Pluto.

Deep Sea Shark
Neptune/Mars

How to beat: Thtd in Pluto, or Kamariri Attack in Pluto.

Twin-Headed Thunder Dragon

How to beat: He does fuse this card once in a while, if you are early 
in the game it can be hard to kill, make your own thtd, then end your 
turn, since his thtd cant kill your thtd, he will put it in defense 
mode, and on your turn you can kill it.

How to beat: Thtd in MOON.

4.2-How to win

This mage is pretty easy; a Twin-Headed Thunder Dragon in Pluto will 
destroy all of his monsters without very much trouble. There isn't very 
many places to win a Twin-Headed Thunder Dragon this Early in the game, 
but he is still easy to fuse, just a dragon with more than 1600 attack 
and a thunder monster.

Twin-Headed Thunder Dragon- A must for this duel, fuse one with a 
dragon > 1600 and a thunder monster. You can also win one from Hieshin1

Meteor B. Dragon- Set on Sun so that the ocean mage doesn't get a 
guardian star advantage, and you are set for the duel. Win from jono2 
or Low Meadow Mage.

Zoa- a powerful monster to have in your deck, win from low or high 
desert mage.

Kamariri Attack- A strong thunder monster to have, very useful for 
fusing a thtd. Win from Low Meadow mage.

Sanga of The Thunder- The Strongest Thunder Type out there, in Pluto, 
very useful in this duel. Win from Heishin1 and 2.

Skull Knight- a very powerful monster to have in your deck, win from 
Low Meadow and Mountain mages.

Raigeki- with luck u started out with this, or win S-TEC from Shadi, or 
seto3 

Widespread ruin- Great trap, win S-TEC from Pegasus

Low Ocean Mage doesn't give the best monster cards, but a few of them 
are worth mentioning like the Sea King Dragon, Parrot Dragon or 
Labyrinth Wall.
