Introduction This is an old game but I still play it because I just can not lose interest in it. I played RotTK 6 a lot on PSX. There is a short scenario in that when you have to occupy certain cities in three years with the prime minister Zhuge Liang. Once I occupied all cities in three years just to see what end movie it was going to show (the game just crashed). Now RotTK 3 is more difficult; you can not do much in three years. I guess RotTK 3 on PC is the best in the series in case you have a hex editor. With this FAQ, you can become a master to play it and you do not get frustrated. 2. How to develop your cities? There are 7 things to work on in this game for those who like this in the games by KOEI: land, cultivation, flood control, irrogation, economy, public support, and the loyalty of officers. The first 4 is not important in case you buy food. The best price of food is 79. This means you can buy 79000 food for 1000 gold. If you do not have several civil officers and your city is attacked in almost every season or month then you should not develop land. Such city is Yuan Shu's Wan. You also should not develop such cities as Nan Hai and Xiang Ping because they are very undeveloped and poorly populated. The amount of food from a harvest in July depends on the population too. Land development decreases the points of cultivation and irrogation so you should develop land first. When land is 100, you may start to work on flood control+irrogation. When flood control and irrogation are also 100, you may work on cultivation. You should command civil officers to work on these 4 on long term because they get bonus points. Land gets 6, cultivation, flood control, and irrogation get 20 bonus points on a 6-month task. I do not know a formula but I know the square root of the hundreds of population counts besides the politics, money spent, and the relation of officers. It seems the calculation changes when the square root of the hundreds of population is even. For example the population of Yuan Shu's Wan is 385000 in the first scenario. The square root of the hundreds of that is 62 rounded down. If you spend exactly 100 gold with Yuan Shu (61), Yuan Yin (62), and Han Yin (62) then the economy is going to be increased by 19. Later, as the population grows to square root 66 (rounded down), you have to spend only 99 gold to increase economy by 19. After the population has grown to square root 68 (rounded down), you have to spend only 98 gold to increase economy by 19. For other cities in the first scenario here are my tips to build economy optimally (politics/gold/increment): Luo Yang (86): Li Ru, Cui Yang, Xun Shuang 226/100/24; Chen Liu (45): Cao Cao, Xun Yu, Cheng Yu 251/97/22; Chang Sha (56): Sun Jian, Kan Ze, Cheng Pu 227/97/21; Nan Pi (64): Shen Pei, Guo Tu, Ju Shou 234/100/23; Cheng Du (59): Liu Yan, Yin Mo, Wu Yi 244/99/23, Ye (44): Han Fu, Guan Chun, Geng Wu 204/100/19; Xiang Yang (76): Kuai Liang, Kuai Yue, Han Song 243/98/24. You can spare 12-48 gold per year when you find out the exact cost of economy. Otherwise spend always 100 gold on economy to get the best increment. (You can cheat by changing COs to MOs and back. For example playing Tao Qian: move Chen Deng (73), Chen Gui (77), and Mi Zhu (78) to Xia Pi where Sun Qian (77) resides. Move 1500 gold with them. Start to develop land (6-month) with Chen Deng, Chen Gui, and Mi Zhu in Feb. Appoint Chen Gui and Mi Zhu MOs and back to COs in the home city and start to build economy (6-month) with Chen Gui, Mi Zhu, and Sun Qian in Mar. Appoint Chen Gui and Sun Qian MOs and back to COs in the home city and give food to people with Sun Qian and Chen Gui in Apr and until land development and building the economy finishes and repeat.) The public support is increased by food given to people. The square root of hundreds of population rounded down counts, and the charm of the governor and the charm of the giver. The formula is: Square(RoundUp(RoundDown(Sqrt(POP/100))xPSIncrementx25/(GovCharm+OffCharm))) If you are too lazy to use a calculator then try such numbers as 25, 36, 49 in small cities, 64, 81, 100, 121, 144 in medium cities, and 144, 169, 196, 225, 256 in big cities. Sort the officers by charm and make notes for the numbers that work, and reload game until all the officers have the optimal numbers. Public support is important because it determines the income in Jan with the governor charm. If the PS is not 100 then the emperor Xian may increase the PS of your cities instead of your charm. The 100 loyalty of officers is important for two reasons. The emperor Xian may increase your officers' loyalty instead of your charm. When an officer's LOY is 100 then he can be sent as an infiltrator. Infiltrators do not work well in battles, however, if you send somebody from the home city then you can withdraw him in another city. That way you can move an officer through several cities when your territory has become vast. You can demote a GN to MO and an AD to CO to reduce your costs. Just send him away and withdraw him and give him the new rank without the decrement of his loyalty. It is no use to keep Zhang Fei as a GN or Yin Mo as an AD. Loyalty can be increased by giving a book to an officer to increase his loyalty by 3 (charm 100-90), 2 (charm 89-60), or 1 (charm 59-40). This method is cheap and independent of the relation between the ruler and the officer. If the officer's loyalty is very low (below 80) then it is better to fire him and recruit him again. Just reload game when his new loyalty are not above 90 or 100. Sometimes you are surrounded by enemies (for example Kong Rong) and the fired officer can go only to the enemy. Then you can give gold. Unfortunately the advisor does not tell you how much the loyalty is going to be increased when you give some amount of gold. A promoted officer may gain 1-15 points to his loyalty. The loyalty of a hostile or very hostile officer may be decreased by a couple of points after a month until his years of service becomes 5. Friendly and still friendly officers may ask for service in case they wander in your city. Infiltrated officers may also ask for service even if they are not friendly. Here is the list of officers and rulers of the first scenario in the order of FRD (it determines the ruler-officer or officer-officer relation; friendly or hostile). After the name I may show the wrong KOEI-name in parentheses. Then there are 4 hexadecimal numbers. The first one is the FRD. The second one is the officer's resistance against the plot called forged letter. The third one is the officer's resistance against the plots called forged letter, bribe, and rebel. The fourth one is the officer's ambition which is checked for the plot called rebel. (Rebel and bribe check for LOY also.) Then there may be the year the officer becomes available and the city where you should search for him. This is until 210 when you can probably unify China. The officers' POL is counted three or four times as much as under direct rule. For example they build economy very good in a delegated city. The problem is they rarely do that. They cultivate and work on flood control usually. They use up 100 gold for every task, so they burn a lot of money. They do not give food to people; instead the PS may be increased and the store of food decreased automatically. It is faster than under direct rule but they use up a lot of food. If you play Dong Zhuo or Yuan Shu then they will set the tax rate to 50 to have the people rebel. If you play Liu Biao or Liu Yan for example then they will set the tax rate to 35 to collect less gold in Jan. The search in a delegated city is always successful. They start a war from a delegated city only when it is set to "military." 3. How to avoid disasters? Disasters may occur in the beginning in every season. If you do not like this thing in the games by KOEI then save game and reload when a disaster occurs. If you reload only when disasters occur in your cities then you are simply a cheater. I usually play this game without disasters except rebellion. When the people of a city rebel, the PS becomes very low and the population migrates in the neighborhood. This is the fault of the ruler. 4. What are the costs? You pay a MO or a CO 50 gold, a GN or an AD 150 gold in Jan. You pay 100 soldiers 1 gold in Jan. If a GV is a GN or an AD and the city is under direct rule then you pay the GV 50-200 gold more depending on the officer's FRD, I believe. You can reduce the payment for officers when you send them as infiltrators in Dec and withdraw and recruit them in Jan but this is a cheat. 5. How can I earn more gold? Set the tax rate to 49 in case you have idle officers to restore public support which is decreased by 9 in Jan and Jul. You can also collect special tax in case you have idle officers to restore public support. The amount of gold depends on the puplic support (100 is recommended) and the square root of hundreds of population; it is random, however the greatest amount is 2333 in a city of 490000, and it is increased by about 33 gold as the RdDn(Sqrt(POP/100)) increases (PS is 100 of course). It is 3333 in a city of 1000000. Cao Cao and Yuan Shao must collect special tax not to become bankrupt because they have a lot of officers (GNs and ADs too) in one city in the first scenario. Ma Teng do not have officers with decent POL so he can start to collect special tax in Jan and Jul when he has 10 officers with him. 6. What should I know about advisors? An advisor is always right about commands for developing the city. He is also useful when you want to revoke an alliance or an envoy asks you for a joint attack. In other cases he is almost useless unless his INT is 100. When you are besieged, he can lay a pitfall with under INT 85, 2 pitfalls with INT 85, 3 pitfalls with INT 90, 4 pitfalls with INT 95, and 5 pitfalls with INT 100. His confuse and spy commands can reach farther with higher INT. 7. How to obtain certain items? You can obtain the Way of Peace and the War Manual of Sun Tzu (7x) with the search command. The other searchable items are scenario-dependent. If you have at least 2 cities then you should search in the second one. Save game when you rest in the home city and reload game in case you do not find the wanted item. The Supreme Book of Magic is harder. It is wise to save game when you rest in the last city. When you meet Zuo Ci in the beginning of the month, talk to him. If he does not give you the book but curses one of your officers instead then reload game. Set the hex wars off and save game again and rest. If he does not come to you then reload game becuse he is going to come. The Medical Book of Hua Tuo is even harder. If you have an officer wounded by an arrow and it is not your home city then search for a doctor for 1 month. In the next month, save game in the city before the city where you search for a doctor. If you do not find Hua Tuo then reload game. If you find Hua Tuo without the book then it is a good sign. Reload game until he gives you the book. If you do not find Hua Tuo after several reloads then you are probably not going to find him in that city because I believe he can not be find everywhere. I know he can be found in Bei Hai and Xu Zhou. 8. What plots are worth trying? Sending forged letters works very well. Usually 2 forged letters are enough to be able to recruit the target officer. It seems this plot works better from your home city. Rebel (the plot is called the Rival Tigers in the novel) also works well. When Dong Zhuo had 100-150 thousand soldiers in Luo Yang, I made Lu Bu rebel, and the rebellion reduced Dong's troops by 20-25%. When you make a GV rebel, there is going to be a new ruler. That means you probably lose an officer because rulers can rarely be threatened successfully. In that case it is better to recruit the GV. Rival (the plot is called the Tiger and Wolf in the novel) is very effective. It makes rulers attack each other until the stronger (the tiger) gobbles up the weaker (the wolf). When you play Cao Cao in the first scenario, it is worth making Liu Bei and Yuan Shao enemies becuase they can grow too strong left in peace. Bribe is a poor plot. It is better to recruit the officer with his troops. I have never used it. Infiltrators can gather troops for you for free. Once I sent Zhang Lu as infiltrator to Ye where Dong Zhuo resided and I forgot to withdraw him in my target city. I had to recruit him. And what did I see? 17300 almost trained men were with him. 9. What should I do with diplomacy? Fortunately there is no prestige (trust) in this game so you may betray the other rulers without penalty. You can even capture their envoys. If the envoy's POL and WAR are not low then you can not capture him. For example you still can capture Hu Cai (POL 49, WAR 69) but it is very hard; you can capture Lu Bu because his POL is very low; you can capture Yi Ji because his WAR is very low. Do not make alliances because they will attack you anyway. Never give soldiers to an ally because he will use them to attack you. However, alliances are very useful in case you play 2-8 rulers. Sometimes envoys come to trade food for weapons/horses. I usually agree because you can obtain food for very good price. For example the envoy offers 10000 food for 2 strong crossbows and I refuse. Then he will offer 11400 food for 1 strong crossbow and I accept. 1 strong crossbow can cost 60 gold. 11400/60=190; this means I bought 190 food per gold instead of 79. When soldiers are moved between allies, all the soldiers' training and morale are counted in in the helper's home city. This way complete rookies can become strong troops. When the envoy asks you for a joint attack, accept it because his ruler is going to be apt to invade. Then just refuse to send troops; let them weaken each other. 10. How to gather information? Sometimes certain persons visit you and show information of a random city but it is better not to talk to them because they may curse an officer who is going to die in the next season. One way is you send a civil officer as an infiltrator in the target city but you can use a civil officer better than that. You can get important information of a city when you watch foreign battles. You can see who is the GV, the amount of food and gold, and you can also estimate the troops. The best way to gather information is sending a spy. An officer with 49 POL can gather basic information by spying for a month. You can see the officers by name, their ranks (whether there is an AD present), their order (it is important because of simult attack ability), who is the GV, and if you go in the officers' data then you can see the training and morale status in case the officer has troops at all. Many officers may mean a great army present. With the basic info, you can plot with officers and recruit them. An officer with 72 POL can gather the city data by spying for 2 months. The city data now shows you the gold, food, weapons, troops, and other city data. An officer with 17 POL can gather the city data by spying for 3 months. An officer with 51 POL can gather the city data by spying for 3 months but the city data gets available already in the second month. Do not send more than 10 spies from one city because the software can not handle them properly. Rulers handled by the computer do not need to bother with gathering info. They can reach your officers and see your city data without spies. 11. What are the weak and strong points of enemies handled by the computer? They develop their cities the ineffective way as in your delegated cities. If you have enough officers and two or three decent cities then you can overcome any ruler in five years. For example if you play Cao Cao in the first scenario and you can settle down in Chen Liu, Xu Chang, Qiao, and Ru Nan then you are going to be unbeatable. They do not distribute their officers optimally. They often leave a MO officer in the hinterland (sometimes his charm is low too) and keep 30-40 officers, 10-15 COs among them, in one city of the confine and 25-30 officers do nothing. When you take such a city, you may capture 10-15 fleeing officers. They often appoint a weak CO GV because he is a family member or his LOY and years of service is better than the other officers of the city. Sometimes he has 0 troops. You can take such a city as a piece of cake. They often draft from the money they start with and they are not going to have enough money to develop the city. So they will have a large army with poor food supply. They may even become bankrupt and lose the army they drafted. For example Dong Zhuo always have food problems for some years, which gives you time to prepare to repel his invasion. They often sell or trade their food to have the 2/1 food-soldier ratio. If one of their cities is attacked then their defensive and relief force often outnumbers the food and they have to flee. They usually mix the trained troops with the draftees so the enemy GV often has troops with less than 80 training. They often attack with weak MOs who can not do a simult attack instead of able leaders. For example Liu Biao usually uses Lu Gong instead of Wen Ping. The rulers of the computer are very bad at diplomacy. They often dissolve alliances and invade which decreases their officers' loyalty and you can recruit them without forged letters. There are a few things that can slow your campaign however. It happens that the army of a city starts to grow by the month without drafting from the population. An army of 20000-30000 can grow to 80000-100000, and the ruler or GV has just to buy food. You can observe such things in Chen Liu and Nan Pi in the first scenario. Such city can not be taken the normal way early on, only by famishing them. When you play Sun Jian or Liu Yan in the first scenario for example, you can not reach the middle of China quickly enough. If Dong Zhuo defeats Cao Cao or Cao Cao defeats Dong Zhuo then there is going to be a formidable ruler. Sometimes he can gather up half a million troops in one city as his officers move up and down in his territory. If they reach you or you reach them then you have to prove how good strategist you are when it comes to battle unless you use cheap tricks like forged letter. 12. How to ready the troops for battle? There are three parameters for troops: training, morale, and arm. Training is vital and is not hard to reach. At 100 points, the mobility is 6. If it is less by certain points then the mobility may decrease to even 2. More importantly, the untrained unit is rather weak. It is also being captured more easily when fleeing as I noticed. If they are archers then they can shoot less times. And finally, you can move beside a weak unit. At the beginning, each ruler starts with weak troops and they are weaker when you draft soldiers. Drafted soldiers are from 5 to 14 points at training and morale randomly. You can save before draft command and reload game when you dissatisfied. 5-point troops may mean two months in case you train with a single officer! Recruited soldiers are stronger but they are very expensive. There are some ways to train the troops. One way is you choose a general with high WAR ability, for example Dian Wei, fill it with 18400 untrained soldiers and train in every month until you reach 100. In case you drafted 5-point troops, it takes 19 months to get a full trained unit as he improves them by 5 points monthly... Not effective at all but sometimes I use this when a governor has no other job than to occupy a city. A military officer can do this better because he gets a bonus improvement point monthly when you command him on a long term training. If he improves 3 points in a single month then he improves 3+4+5+6+7+8=33 points on a 6-month training. This is also slow but some rulers start with few officers who have a lot of jobs to do, for example to give food to people. If you have several military officers, (ten can be commanded to train) then you can be very effective. Training improvement is determined by the WAR ability of trainers and the number of soldiers. Rally is independent of WAR ability and numbers. If you are in a city that can be attacked anytime then you should command weak officers to train and strong officers (for example generals) to rally, and in a safe city you may do otherwise. Draft some soldiers and assign 9 officers with 1 soldier and 1 officer the rest. The next month do not put the new draftees on a trainer but on an empty officer and collect the trained ones not to lose points. For example if you mix 100000 100-point soldiers with 1 99-point soldier then you get 100001 99-point soldiers. If you do not have an empty officer (for example an advisor) and you are in the home city then appoint a military officer with troops to civil officer to get the assign menu, assign the troops, appoint the officer from CO back to MO and draft then. As morale also increases by training up to 70, it is an optimal way to mix the already full trained soldiers with the new draftees. Because the draft command affects public support, the optimal numbers of soldiers to draft are 49 (PS unaffected), 99, and 149. You can draft 49 soldiers by an officer with 88 WAR at least. You can draft 99 soldiers with rather weak officers when they are friendly with each other, for example Cao Chun (60) and Xiahou Mao (54) can draft 100 soldiers. A very few officers can draft 149 soldiers. Guan Yu (98+5) and Zhang Fei (99) can draft 150 soldiers. If you give Xiahou Dun (95) the Sword of the Seven Stars (+7) and Xiahou Yuan (90) the Sword of Trust (+8) then they can draft the optimal 149 soldiers. You can build a huge army quickly with 149 soldiers per month in case you have enough money and food and you are in Luo Yang for example but this is not the case usually. You must watch the population carefully because small cities generate fewer people yearly, big cities more. If you decrease the population by draft then you quickly find yourself in a small city. The magical number is 490000. It can increase population by 34300 at best. Such city is Xu Chang, it starts with 490000 POP in the first scenario. Occupy it when you play Cao Cao. Save game in Dec and if you do not get Xu Chang with 524300 POP in Jan then reload game. 34300 soldiers mean seven 49-drafts. With ten average MOs, you get 34300 soldiers with 100-point training and 70-point morale after seven months. After 4 or 5 such years you can charge Luo Yang. Another safer way is to draft 99 hundreds of men each month and do not mix them with the others but put them on an officer. The second such assignment looks like: 9900 on a MO, 9892 on another and 1 on eight ones. The third assignment looks like: 9900 on a MO, 9900 on another, 9893 on another and 1 on seven ones. And so on. When a MO has 100-point soldiers, put them on a general on the next assignment because they are actually ready for battle. There is a very effective training method but I consider it a cheat. Draft 99 hundreds of men, put 1 on a MO and 9899 on another. Command to train with the MO with the 1 man, then assign the 9899 men on the MO who is training. He is going to train the 9900 men fully or almost fully because the software decides the improvement when the task is started. Morale is not important, especially when you use cavalry or navy, but there are two reasons to make it 100. The morale is 120 max after some battles won. You get 8-point mobility with morale from 101 to 120. You can climb the castle wall with 9 mobility reached with standing by a turn. If the officer has a horse item then the unit can scale the wall without waiting a turn. If you enter a battle with 100-point morale then you can quickly reach 108- or 105-point morale. You can mix these veterans with 100-point morale rookies to get at least 101-point morale troops. It is a good thing to have at least 101-point morale for crossbowmen. And I guess a successful ambush is more likely with the extra morale. However, I usually get inside through the gate even when I use infantry because of pitfalls that can be anywhere. By the way, I noticed the enemy units with 100-point morale can scale the wall, and when you delegate the battle, your troops with 100-point morale also can scale the wall. I guess the first idea was to get 8 mobility for 100-point morale, and somehow it remained in the AI. The second reason is the emperor Liu Xian may increase troop morale. If your troops have 100 or better morale then he perhaps blesses you with another better thing, for example increases your ruler's charm. When playing with Yuan Shu for example. If you rally with a MO then a long term rally is more effective. Morale 91 takes 1 month, 80 takes 2 months, 69 takes three months, 60 takes 4 months, 50 takes 5 months. Sometimes you capture troops with 100 training but 0 morale when they ran out of food. Do not start to rally them but draft 1 hundred of soldiers and mix them to get 99 training and 0 morale and send them on a 6-month training. Nevertheless, you can fight with 0 morale as long as you have enough food. You can assign four type of arm to your troops: infantry (none), cavalry (horse), crossbowmen (crossbow), crossbowmen (strong crossbow). Horses make your unit stronger. Horses do not make difference in naval battle. In naval battle, the type of ship counts, elsewhere try to use cavalry. I know infantry is cheaper but the extra losses mean you degenerate population. Let us take an officer with army command 70. Assign 16999 men to him. 16999 is almost 17000 but you spare 1 horse or strong crossbow. The best price for crossbow and horse is 25, for strong crossbow is 60. If you have several cities then the chances are better to get a city with good prices. Keep the money in your home city so you can send some to the city where you buy horses or weapons. If you have an officer with at least 96 charm then you may get a 50% bonus. For example you have 50000 gold in the city with the market and save game before the shopping. Keep buying 2000 horses and reload game until you are offered 1000 bonus horses. I remember good shoppings by Cao Cao and Guan Yu. Officers with 67-75 charm usually get 25% bonus which is also a good deal. The Hereditary Seal does not help you to get 50% bonus in case you play Dong Zhuo or Yuan Shu; they get only the minimum 25%. But you can choose not to accept the bonus so the campaign should not be too easy. 13. Which scenario and ruler should I choose to beat the game? My favourite scenario is the first one. There are many good officers. In the other scenarios the officers start to die out, especially the last two ones. The first scenario has Dong Zhuo the strongest ruler. Sun Jian, Liu Yan, Yuan Shao, Liu Biao, and Cao Cao have good positions. The other rulers are weak and they are going to be destroyed sooner or later but they still can win in case an opportunity comes. Dong Zhuo Luo Yang is a very good city to develop. The population allows you to build a huge army to conquer China. What to do for the start? Seize the sword from Wang Yun, move him to Hong Nong, fire him and recruit him with Huang Wan. Appoint Huang Wan a MO and Han Xian a CO to get an assign menu. Put 17800 men on Dong Zhuo, 2201 on Li Ru, and scatter the rest on the MOs and GNs including Huang Wan. Appoint Han Xian a MO and Huang Wan a CO and put Huang Wan's men on Han Xian and command Dong Zhuo, the two GNs and the seven MOs to train the 22499 soldiers. Command Yang Biao, Wu Qiong and Li Su to develop land for 6 months with 522 gold, and Li Ru, Xun Shuang and Cui Yan to develop economy with 100 gold. Command Dong Huang to search for the Hereditary Seal. Appoint Niu Fu a MO and Li Jue a CO to get an assign menu. Put all the soldiers on Niu Fu and Hu Chier, appoint Li Jue a MO and Niu Fu a CO to put Niu Fu's men on Li Jue. Appoint Dong Cheng the GV of Chang An. Appoint Huangfu Song a CO and put the 10000 men on Xu Rong. Rest. Now you are in Chang An. Develop economy with Jia Xu, Zhu Jun and Zhong Yao. Send all the weapons and horses to Luo Yang with Li Jue and Hu Chier. Search for the War Manual of Sun Tzu with Niu Fu. Reward the officers with Dong Cheng or give food. Rest. Move Huangfu Song and Hu Cai to Chang An, and abandon Hong Nong taking all things to Luo Yang but first move the officers and things to Luo Yang, save game, and move Hua Xiong the GV too. If you do not find the Seal in the next month, reload game. Now in February, with 100 charm, you can start to restore Luo Yang's PS with officers with at least 37 charm (256 food). Appoint Xu Rong a CO to get the assign menu. Put 12099 men on Dong Zhuo, 4x2600 men on Hua Xiong, Lu Bu,
Fan Chou and Li Xian (Li Le), and Li Ru's 2201 men and Xu Rong's 10000 men on
Hu Zhen and Zhao Cen for training. Develop economy the same way as in Jan. And
finally attack Wan with Dong Zhuo (cavalry), Hua Xiong, Lu Bu, Fan Chou, and Li
Xian (infantry) leaving Zhang Ji as GV of Luo Yang. Yuan Shu probably drafted
in Jan so they have more soldiers than you but you are going to win because you
have fully trained men and better officers. You are probably going to capture
some officers, appoint one of them a CO, put your trained soldiers on Dong Zhuo
and Hua Xiong and the captured men on Lu Bu, Fan Chou and Li Xian for training.
Save game and rest. If Niu Fu does not find the war manual then you can reload
game. Train the 11800 men with Hu Chier and Li Jue. Now you can choose to
reward the officers with 70 LOY or fire them and recruit them with 90-100 LOY.

In Mar move the captured officers to Chang An and return Dong Zhuo to Luo Yang
and go on developing the city. Now that Yuan Shu is driven out from Wan, no one
will disturb the development of Luo Yang. Give Li Ru the war manual, spy Ye and
Xu Chang (in case Yuan Shu or Cao Cao is there) with Dong Huang and Huang Wan,
and send forged letters to Pan Feng (or any officer you like) and recruit him
with the now always right advise of Li Ru.


Sun Jian

You can choose to develop Chang Sha and wait for the new officers such as
Sun Ce, Zhou Yu, Sun Quan, Lu Meng to name a few, or charge Liu Biao while
his forces are still weak (training 40). For the latter, here is what you
should do: assign soldiers with the trick explained above (Dong Zhuo) and
train with Sun Jian, Han Dang, Huang Gai, Zhu Zhi, and Sun Jing. Zhu Mao
should give food to people, Kan Ze should search for Ling Cao or Li Yi. In
Feb, you can attack Jiang Ling with this assignment: Sun Jian 6501, Huang
Gai 2500, Cheng Pu 2000, Zhu Mao 2000, Sun Jing 2000, Han Dang 2199 (strong
crossbows). Liu Biao may send troops to Chi Bi, that is why you should not
assign cavalry yet. In case you took Jiang Ling and captured some officers
with troops, put Han Dang's soldiers on your five other officers and the
captured troops on Han Dang. In Mar, put Han Dang's troops back on one of the
captured officers, move them to Chang Sha with all the weapons except the
horses, put the captured troops on Zhu Zhi for training, and attack Jiang Xia.
Huang Gai should be assigned with the captured horses and Han Dang with 0
troops. Taking Jiang Xia is going to be a piece of cake because Han Song is
the governor. Again, Han Dang should hold the captured troops. In Chang Sha,
where Kan Ze is the GV, Kan Ze should search, Zhu Zhi should train, Ling Cao or
Li Yi should move with the 40 horses to Jiang Xia. In Apr, move the captured
officers and troops to Chang Sha. Zhu Mao should move to Jiang Ling, Cheng Pu
should stay, Sun Jian (cavalry), Huang Gai (cavalry), Ling Cao or Li Yi
(infantry), Sun Jing (infantry), and Han Dang (0 troops) should attack Xiang
Yang. Xiang Yang is far better city to develop than Chang Sha. In case Liu Biao
fled to Xin Ye and Yuan Shu did not attack him until May, move Huang Gai to
Shang Yong and attack Xin Ye with all your troops, Sun Jian with all the horses
and Sun Jing with the remaining troops. In Xin Ye, you may behead Liu Biao.
Retreat to Xiang Yang and build up a strong force to defeat the other rulers.


Liu Yan

There are no neighboring rulers so you can develop your cities and build your
army without disturbance. However, there is one thing that is worth trying:
ally with Ma Teng, move all your troops with Lei Tong and Gao Pei to Tian
Shui and ask Ma Teng for soldiers until he has a very few. Then threaten him
and you are going to have a good general.


Yuan Shao

You have a lot of officers and the economy does not cover their payment. You
have two choices: special tax or expansion. I recommend the latter. Appoint
Yuan Xi a CO and command him to develop land with Xun Chen and Chen Zhen, and
build the economy with Ju Shou, Guo Tu and Shen Pei. Put the soldiers on Wen
Chou, Zhang He, Yan Liang, Qu Yi, Yuan Shang, Zhang Zi (Zhang Kai), Jiao Chu,
and Gao Gan, and command them to train. Peng Ji should search, and the rest of
officers should give food. In Feb, build economy as before, recruit the found
officer. Peng Ji should search again. Put 10003 men on Yuan Shao, 6600 on Zhang
He, 2x1599 on Wen Chou and Yan Liang; these four ones are going to be the
attack force. Put the rest on Shen Pei and Zhang Zi and command Zhang Zi to
rally. The other officers should give food. Finally attack Ping Yuan. Yan Liang
and Wen Chou lead cavalry. There are two things that can increase your losses.
There is one spot where Guan Yu can lay a pitfall and your generals are usually
challenged to duel and they may accept it without permission and lose. If you
avoid these things then you lose only about 6000 men in this battle depending
on how many times Liu Bei's fire attack is succesful. Develop Nan Pi and Ping
Yuan and build a strong force.


Liu Biao

Abandon Jiang Ling and Jiang Xia and develop Xiang Yang. Train the troops.
When they are trained, occupy Xin Ye until Yuan Shu does it. Recruit Xu Shu
and give him the Way of Peace, then you can corrupt and recruit the officers
of Yuan Shu and Sun Jian. After Jing is conquerred, do the same thing with
Liu Yan (or Zhang).


Cao Cao

There are two things you should start with. Occupy Xu Chang or attack Pu Yang.
Xu Chang has good population to build a great army, Pu Yang has lots of hidden
officers. You can attack Qiao too, but if you build a great army in Xu Chang 
then Kong Zhou (Kong Qiu) will usually surrender anyway. Put the soldiers on
Cao Cao, Xiahou Dun, Xiahou Yuan, Cao Ren, and Li Dian, these should train in
Jan and Feb, Liu Yan should search, the others should give food. Save game and
rest. If you do not find Dian Wei in Feb then reload game. In Mar, put 12108
men on Chen Gong because he is going to be the GV of Chen Liu, put 2099 on Cao
Cao (cavalry), 5x499 on Xiahou Dun, Xiahou Yuan, Dian Wei, Cao Ren, Cao Hong
(cavalry), 4599 on Yue Jing (crossbows) and 2199 on Li Dian (strong crossbows).
Attack Qiao Mao. The crossbows do not harm Qiao Mao's troops much, but you
have enough troops after the battle not to lure an attack from the neighboring
rulers. You are going to lose very few (about 1700) men in this battle. Give
Cheng Yu a war manual and send forged letters to Dong Zhuo's officers and
recruit them, but this method is so easy that I lately do not use it because
it takes the thrills out of the game.


Yuan Shu

Command Qiao Rui to spy Chang An. Recruit Jia Xu (he is usually the GV) who has
92 LOY therefore recruitable. Give him the Supreme Book of Magic or a warmanual
and, with the help of his advise, you can recruit Dong Zhuo's officers. Attack
Luo Yang and become the strongest force in China.


Liu Yao

Command Gan Mi and Chen Wu to train. The others have not bad charm. Restore the
PS of Jian Ye, then move Liu Yao to Jian Ye and Taishi Ci and the others except
Chen Wu to Shou Chun and restore PS there. After that, build economy of Jian Ye
with Liu Yao, Lu Fan, and Jia Hua, and train as many soldiers as your food and
gold allows. Shou Chun is going to be attacked and if you can stand the attacks
until you have Quan Zong and Tan Xiong then you can think about expansion.
Also you should constantly watch your neighborhood with Chen Wu and Taishi Ci
to recruit such officers as Zhou Tai, Huang Zhong, and Liu Pi from Ru Nan,
Zhang Zhao, Zhang Hong, and Xu Sheng from Xia Pi, and Zhu Huan from Wu.


Ma Teng

You are going to have several MO officers. Infiltrate them to Liu Yan's cities.
Sometimes they return with a few thousand of troops. Move your home city to
Tian Shui and search the officers. Three of the officers have medium POL,
appoint them COs and build the economy of Tian Shui. You can also collect
special tax. Try to conquer Liu Yan's (or Zhang) territory. If you are
successful then you may unify China before you die. Sometimes Liu Biao and
Yuan Shu are driven away to Tian Shui and you can threaten them successfully.


Gongsun Zan

If you are lucky then Yuan Shao does not expand to Bei Hai or elsewhere and
becomes bankrupt with a very few troops in a few years. This is your
opportunity. Attack Nan Pi to obtain a good city with fine officers. Just
leave them COs and MOs as you captured them not to become bankrupt as well.


Liu Bei

Ping Yuan is a good city to develop and you should sit in place for years
until the Guans gather up. Unfortunately a lot of "shu officers" are scattered
far away near Cheng Du and Xiang Yang. If Yuan Shao does not become bankrupt
then there is little chance you can win.


Wang Lang

Hui Ji is the safest city on the map. Choose this ruler to watch how the other
rulers do. Maybe you can choose a mission objective: conquer Wu. It can be done
after you recruited Zhu Ran who can do simult attack.


Tao Qian

You have good COs to develop your cities but your MOs are quite weak. Try to
recruit Zhou Cang from Pu Yang. You are going to be destroyed sooner or later.
A thrilling game.


Yan Baihu, Han Fu, Kong Rong, Kong Zhou, Qiao Mao

You are going to be destroyed by your neighbors so soon that it can be rather
frustrating than thrilling.


You can play 8 rulers. The AI can be very pathetic so you can make your future
enemies strong, then quit them. You can also forge an alliance, for example
Liu Bei, Ma Teng, Liu Yan, Gongsun Zan, Tao Qian against all the others or Cao
Cao, Kong Rong, Wang Lang, Yan Baihu, Kong Zhou against all the others or Yuan
Shao and Liu Yao against all the others or Sun Jian and Yuan Shu against all
the others.


14. How to win battles?

There are 46 cities on the map so you have to take castles in most cases. I
begin with that. Taking a castle can be easy where your aim is the least
casualties. The easiest battle is when there is only the governor with
untrained troops. Bring six units, and the commander's army command must be at
least 70 (the higher the better because AC determines the strength of the unit
besides WAR). Surround the GV's tower and do simultaneous attacks until the GV
flees. This battle does not need a great army but you lose the less soldiers
when you bring the maximum soldiers for the 6 officers. It happens that the GV
flees as soon as you surround him with an army of about 100000 and gets
captured. Such a victory may result that one of your officers gets 1 point on
army command. This is not a great increment but if the officer's AC is 69 then
from 69 to 70 is a great difference. If the GV has decent intellect then he
will do fire attacks. It can be a problem when you have only one officer with
70 AC. If the commander gets burned in every turn then you can not use simult
attacks. It helps a lot when you bring two generals or your commander has
decent intellect (which resists fire attacks).

The battle is harder when the GV has other officers, they mostly have crossbows
that may wound your officers. Some of them may be advisors who can lay traps.
This time you should bring an infantry of 2000 that moves before your army and
falls in the pits. If there was no pit then you can use this unit to mop up
those 100 crossbowmen. The crossbows do not inflict too much damage to the 2000
men and if your officer gets captured in a duel then it is not a great loss. It
gives you some time when this trap-searcher unit has more than 100 morale
because it can scale the wall and open the gate for your horsemen.

The battle is even harder when the city has 150-200 thousand troops. Still it
is worth trying because the computer selects the ten units as they are in
order. For example by loyalty. The city has 200000 troops but when you invade,
only 50-60 thousand appear because there are small units among them. Be careful
not to destroy these small units until you have completely surrounded the enemy
commander. Then he can not use the join command.

The next step in hardness when you face ten large units. They start to chase
your commander or surround the GV. The case of chase is a bit easier because
you just have to move around with the commander while your other units get
inside through other gates or scale the wall and surround the GV and simult
attack him. When your commander gets destroyed, just choose another commander.
In such a battle the commanders must not be the supply unit. Do not be afraid
when the enemy units surround the GV because if your units get closer then they
will leave their positions. Pass them by or charge through them to get to the
GV.

There are a few castles that are very difficult to take in case there is a
large defensive force because there is little room around the tower and the
tower is on the edge of the srceen. Such are Xiang Yang, Chang An, Jian Ye, and
Dai Xian. In this case it is better to bring a huge amount of food and starve
them.

Now you know the weak point of the defense, it is important not to let the
enemy do the things above when you are besieged. The enemy units usually have
less than 100 morale so they try to get inside through the gates. If you have
lots of crossbows then it is a good idea to cork the destroyed gate by a strong
cavalry unit and slaughter the enemy outside with the crossbowmen especially
when your GV or RL is rather weak. When the GV is a strong AD like Zhang Liao
or Zhao Yun, let the enemy get inside and regret their invasion. If the enemy
can not do simult attacks (the computer happens to attack with such weaklings)
then let them surround your commander and use incite on the dumb ones or burn
them. They are going to waste quickly. I usually do not join other units
because they would flee before complete devastation.

If you face an army put together well then you must not let them surround your
GV. Put him in a tower that is on the edge of the screen and there are no
houses around it. For example there are a lot of towers in Luo Yang but only
one is the best for defense. If there is only one tower then occupy the houses
beside it because houses give additional defense. Let one spot free for the
enemy, for example the enemy commander, and take him in a vise. Do not charge
the enemy commander to be destroyed (unless he is a ruler or the supply unit)
because the computer is going to choose another commander. If the commander's
soldiers get few enough then he will flee and you win.

If the enemy tries to scale the wall, catch them on the wall because the wall
provide poor defense to them. If the city has several towers then put your
strongest unit in a tower and move your weaker GV or RL far from the skirmish,
but beware from the support force of the enemy (purple units) because they
chase the GV while the main force attacks the tower.

The enemy commander usually leads (strong) crossbowmen but fortunately never
shoots arrows. Your commander should always lead horsemen, they are extremely
strong in a tower. Use infantry only when you can lay ambush by the road. For
example there is a spot in Wan where I usually put an infantry when they invade
from Luo Yang.

When you invade battlefields, your job is harder becase the enemy commander is
hard to surround and usually retreats in the corner of the screen where you can
attack him only with 2 or 3 units. I usually bring 1 or 2 units of crossbowmen.
Nevertheless try to avoid these battles and attack the city from other
direction because you can not search for pitfalls in case there is an enemy AD,
and it is hard to find the enemy in fog, rain, and darkness.

When the enemy comes with a large army it is better to fight them in the city,
otherwise send troops to the battlefield. Your commander's unit should be
cavalry, the other units may be infantry and crossbowmen who can lay ambush.
Forest provides better defense so put your commander in the edge of forest.
Water and swamp provide poor defense so wait for the enemy next to these
terrains in case the enemy has to cross them.

There is no difference who is the attacker in naval battles because there is
no gate, pitfall, and ambush; the defenders must keep themselves for 20 days
to win. ArG is better against HvG, HvG is better against LtG, but ArG is just
as better against LtG as against HvG. So if the attacker comes with a large
unit with ArG and you have untrained and few troops, send a LtG which can move
around for 20 days without being destroyed or attacked. If you have trained
troops, crossbows and a good leader with high INT and NC then you can destroy
the attacker unit. Send a HvG or ArG and any other galley(s) with crossbowmen.
Your commander should set the enemy galley on fire while the other units keep
shooting arrows at the enemy who tries to put out the fire. If he fails to put
out the fire then he may die. You can send small units into naval battles for
simult attacks because the surrounded unit can not charge his way out from the
encirclement.


15. Are there movies in this game?

There are a few "movies" in the game. One is when the emperor Liu Xian
sends a secret letter to you asking you to destroy Dong Zhuo or Cao Cao in
case they occupy Luo Yang in the first scenario and you are neighbors.
The emperor gives you 1000-2000 gold and may increase your ruler's charm,
troop morale, public support, or officers' loyalty.

In 196 January in the second scenario Zhu Zhi tells Sun Ce to exchange the
Hereditary Seal for troops (3000 men, 5 horses) with Yuan Shu. Yuan Shu has a
choice to accept. After the deal, Liu Biao is told that Sun Ce plans to invade
Jing. Also, Zhou Yu recommends Zhang Zhao and Zhang Hong to Sun Ce, they join
him. This movie does not appear in the first scenario.

From 197 January an officer in Yuan Shu's home city tells Yuan Shu to be the
emperor in case he occupies six cities and owns the Hereditary Seal. If you
agree then some rulers' animosity against you grows. Liu Xian will send secret
letters to rulers anyhow.

From 207 January to December a sage recommends Liu Bei to visit Zhuge Liang
in case Xin Ye is your home city. In the first scenario you have to get there
somehow but you are positioned there in the third scenario. Guan Yu and Zhang
Fei participate in the visits.


16. How to customize the game?

You can overwrite the data in sndata1b.cim (the changes are permanent for the
first scenario) or sangoku3.sav (save game in the first slot to make the search
easier) with a hex editor (I use a russian software called qview.exe). This way
you can change the wrong names by KOEI in case they disturb you, make some
officers live longer (for example Sun Jian), put delegated cities under direct
rule (it does not work well in case the GV is a CO because development is not
allowed sometimes), exchange officers between rulers by manipulating the

was recruited from afar), and change their relation to their ruler (for example
Zhang He, Gao Lan, Chen Lin, Xu You, Wang Xiu, and Dong Zhao to be friendly
with Yuan Shao whom they served for years). You have to search the name of the
city or the officer first. The data is before (above) the name so I list the
positions and their meanings backwards. (Be aware that sometimes there are
duplicate names on wrong positions in sangoku3.sav due to some bug.)

17. Bug Report

Be careful when you send relief/joint force through battlefields because
sometimes the participating officers may disappear without notice.

Sometimes the keyboard does not work in battles. It happened to me in Bei
Ping (I was with Gongsun Zan).

I noticed the computer makes a cavalry unit lay ambush and scale the wall.
