Unlike in Morrowind, the creatures in Oblivion are leveled to the character. As you progress with your game, the creatures get harder and harder to beat. Certain creatures don't show up until your character reaches a certain level, but then keep the same stats. Other creatures level with the character to always provide a challenging fight.
