Each scenario is a unique challenge for the player, forcing him to combine skill with careful management to defeat the scenario. Once the player overcomes the challenge, his reward is the scenario city he has shepherded to success. The cities of these scenarios are for the most part real world cites, depicted as accurately as is possible using the SimCity tileset. ******************************************************************************* SCENARIO CITY: Atlanta DISASTER TYPE: Monster TIMETABLE: 5 Years MISSION (YOUR ORDERS): A UFO has been spotted over Atlanta! It may do good or bad, but whatever it does, it will make a mess. Stop any fires, clean up the city and rebuild so more residents can move in. Have a residential population of 72,000 in five years and you can win this scenario. ******************************************************************************* BASICS Your intitial count of residents is 57,000, so getting up to the goal will require you to add 15,000 people to your city. That's a pretty average number. Also, as you will see, Monster is a fairly easy disaster to cope with, so this scenario should not be all that taxing to you. STEP BY STEP 1. This is one of the few scenarios where you don't want to just pause the game right away. Instead, look at the monster and wait for it to shoot its beam from under its belly. This will cause a fire to burst out in the squares underneath the UFO. At this point, pause the game. 2. Zoom in on the fire that has just started, and proceed to destroy everything that is adjacent to one of the burning squares. Be brutal to halt the spread of the fire. You should be able to limit the destruction since the fire will still be at a very small scale. It's important to pause the game as quickly as you can after the fire starts, to stop it from spreading. You may also deploy some firefighters around the area of the fire. You have six fire units to deploy; they should be able to snuff out the fire quickly, and the sooner the better because you need to start rebuilding! 3. Let the game go at turtle speed. Just watch the UFO, it will move about a little and probably fire its weapon some more. Each time you see fire bloom in the monster's path, pause the game as quickly as possible and destroy the improvements around the burning squares. Remember, being brutal now will save you trouble in the long run. You can deploy some firefighters if you want also, but these small fire will burn out pretty quickly. 4. Let the game go at turtle speed again, and keep repeating Step #3 until the UFO leaves your city. The amount of damage it does seems to be pretty random as sometimes it will do just one shot, sometimes many more than that. If you think it did way too much damage, feel free to reload the scenario and try for a better outcome. Also, there are three nuclear plants in the area of the monster; if he destroys one, just restart, as this is a very expensive improvement to replace. 5. Now, the UFO is gone. Basically, you now have five years to expand your city by 15,000 people. You will either want to work on pause and then unpause to see the effect, or work on the turtle setting, as you need lots of time to place all these zones and so forth. 6. Your initial development should concentrate on the areas that have just been destroyed, as these areas will refill quickly once you have rebuilt the roads and detroyed the rubble. There are a number of other areas open for expansion, however, where roads are already down and you just need to lay down some zoning and power lines. These include, working from the landmark signs, the large open areas around Piedmont Lake, and the area with the parks near Atlanta Stadium. 7. I often find that in the corner of the city containing Cats Corner 7 and Schwinton 9, I have major water shortage problems. I usually combat this by rearranging the roads around Piedmont Lake and building Water Pumps there, as well as around the lake near Georgia Tech and the border with Portville. I usually find that it's to my advantage to build plenty of water pumps and a couple of water towers in the first few turns of the scenario, to prevent problems later. 8. Again, your goal now is to blast the population through the roof. To do so is fairly simple, if you know the right policies and so forth to put into effect. Just filling in zones and powering and watering them will not be fast enough since the new zoning won't fill up in time. So you need to entice people to come to Atlanta. First take out some loans from the bank to give yourself a nice cushion of cash to work with. Then take the following steps: a. Cut the tax rate to zero percent and add some new ordinances on the Budget menu. This will strap you financially, but take out loans if you need them; the important thing is to keep the taxes low with plenty of appealing ordinaces to draw people in. b. Build roads to adjacent cities, which increases commerce and population. 9. Let the game run at a slow speed and check the population to make sure it is growing fast enough to reach the goal. Probably, you will get there with a little time to spare. Then just wait until the people cheer you into office, and you'll have beaten this scenario! ******************************************************************************* BASIC SETUP OF ATLANTA (MAP) Here is a map of the city of Atlanta at the start of this scenario.
