I have not included horizontal/vertical breaks as there is no reliable method to test them. -In some cases the 'ultimate' weapons are not that ultimate. Xianghua, for example, gets much better health recovery from Krita-Yuga than Soul Calibur. For other characters, it is by far the best weapon (Raphael for one).
